Tracking Climate Financing #9: First Amazonas Fiscal and Environmental Sustainability Programmatic Development Policy Financing

The project known as the First Development Policy Financing Program for Fiscal and Environmental Sustainability in Amazonas is a loan provided by the World Bank to the Government of the State of Amazonas. The operation is part of the Development Policy Financing (DPF) instrument, which the World Bank uses to support institutional reforms and public policies. In this type of financing, funds are released as the government implements certain previously agreed-upon measures.

Regarding the financing’s characteristics, data indicate that the operation took place in 2020, with the World Bank serving as the lender through the International Bank for Reconstruction and Development (IBRD). The financial instrument used was classified as a debt instrument, constituting repayable financing. The total value of the operation was approximately US$200 million, with about US$100 million classified as climate finance aimed at mitigating climate change. The project falls within the agriculture, forestry, and fisheries sector, with a specific focus on forest policies and management, highlighting the relationship between international financing, environmental governance, and the implementation of public policies aimed at conserving the Amazon rainforest.

The program’s main objective is to strengthen the fiscal sustainability of the State of Amazonas while improving environmental protection and forest conservation policies. The project is based on the understanding that the state faces significant challenges both in managing public finances and in protecting its environmental heritage.

The program is structured around two main pillars. The first addresses fiscal sustainability, with measures aimed at improving the management of state public accounts. Among the supported actions are initiatives to enhance fiscal planning, strengthen financial administration, and address budgetary pressures, including issues related to the state’s social security system.

The second pillar relates to environmental sustainability and forest governance. In this regard, the funding aims to strengthen the state’s capacity to implement environmental policies, improve mechanisms for monitoring and controlling deforestation, and enhance the management of natural resources. The goal is to expand the state government’s institutional capacity to promote the sustainable use of the Amazon rainforest.

In addition, the program is also aligned with international efforts to combat climate change, as the conservation of the Amazon rainforest plays a key role in reducing greenhouse gas emissions. As such, the initiative seeks to integrate fiscal, environmental, and climate policies within the state government.

Consequently, this funding aims to support reforms that enable the State of Amazonas to balance fiscal responsibility and environmental protection, strengthening public governance and contributing to the conservation of the Amazon.
